Despite record levels of corporate tax receipts, it has been clear for some time that the reliance of the Irish state on attracting and embedding high levels of foreign direct investment (FDI) as the motor-force of the economy is facing ever strengthening headwinds. These arise from greater geopolitical vulnerabilities internationally, political volatility in many of our leading trading partners, the challenges of climate change, and the uncertainties of artificial intelligence (AI), to name just the major ones.
